Given that before, during, and after disasters and conflicts, people with diverse sexual orientations and gender identities experience discrimination, violence, and exclusion, this report explores what inclusion really means according to key frameworks and tools in the humanitarian and disaster risk reduction systems. At the same time, it serves to identify gaps within these systems and generate a clearer understanding of how and why these gaps exist. By examining four humanitarian settings in South Asia (Bangladesh), Southeast Asia (Philippines), and the Pacific (Vanuatu), the report seeks to outline the necessary steps that would ensure people within the LGBTQI+ community are supported and their needs are addressed in times of disasters and conflicts.
